You have to refund and cancel both. Shipping labels have nothing to do with either of those.
I am assuming you got a sale and customer wanted a refund before you shipped.
You need to cancel and refund both.

The item was no longer available so I refunded the order but now the order is still there telling me to ship and there is no option to cancel it and etsy is taking the money out of my account. What do I do? Thanks for any help

I have just canceled the order and Etsy has automatically refunded. If you only refund, then it still leaves the order open,

Go back to where you refunded. Click on the three ...dots - you should be able to cancel. In the future, do the one step cancel and refund. It's much easier.

There is no cancel order option under More Actions or the 3 dots to the side. I cannot find a cancel order anywhere.

I don't know where you are seeing "More Actions". You should be able to click on completed sales, find the order and click on the three dots under the tracking number. There are 5 options there including refund and cancel.

When you click on the three dots, you should see these options:
Add a package
Unmark as gift
Cancel
Refund
This choice should be there under "more actions", too.

These are instructions from a desktop. Go to your orders page and click on the order number under the buyer's name. Click the drop down arrow on More Actions and you should see the word Cancel with an X next to it. If you don't see it, maybe you cancelled it already. It might take a day or two for the order to drop off.
