I just noticed I was penalized on my quest for star seller on orders I delivered locally. I put an ad on Facebook showing my items and Etsy store and got several local orders. Since they don’t have a tracking number this messed up my shipping on time percentage. It seems unfair to penalize a seller when local delivery is listed as a reason for not including the shipping.

It does seem unfair. That said, the requirements for Star Seller include shipping with tracking, so there is no way around this (at present). It will be small comfort, but many sellers have had this happen.
If you read the star seller info, you will see that it has always been that way since the beginning. Until it's changed, all shipments must have tracking.

If you are in the USA you can buy a small envelope with Pitney Bowes tracking. Send your customer a receipt and it will count as being tracked for your precious Star Seller metric.
Outside the USA, there is no work around, because there is no proof the customer ever got their item.
Star Seller is completely automated. The filter simply looks for a valid tracking number and if the order doesn't have one, you get a strike. Without tracking Etsy has no evidence that the order was filled. The rules clearly stat that local pickup or in person delivery will be counted as untracked.

Local delivery is a very valid way of completing an order and Etsy accepts that mode. However, Star Seller is a separate program with its own rules and which requires a tracking number or Etsy label for virtually all physical orders.

I see. That makes sense but the way they present it on the star seller screen makes it look bad. It just says orders are missing a tracking number
