Try logging out of your shops, and then logging in again. This was suggested to me by a forum mod. It didn't work instantly for me, so you may have to wait 24 hours or so.

I had this problem in my second shop and contacted Etsy after trying everything I could think of. They fixed it but it took about a month to finally hear back from them.
Exact same issue.
I only have access to the "Announcements" and "Bugs and Technical Issues" categories.
Logging out and back in does not solve this issue, nor using other browsers (Firefox, Chrome, Brave and Safari used, in order)
