despite track and trace and delivery, orders stay marked 'pre-transit'

Dear technical people at Etsy, 

I send all my orders with track and trace, from Holland, with Post NL. Unfortunately, many of my orders stay marked as 'pre-transit', which diminishes my chances for a star seller badge. In a Dutch Etsy group on facebook I read that I should always select 'PostNL international 3S' because the other two (Just PostNL or PostNL international) do not work, but the PostNL international 3S  is also not working now and then. Can you please help?
