customers with items in their baskets

I have a perpetual sale in my shop, at 15% to make customers feel good about their purchases, however this means I can't see when someone has an item in their basket. Why can't we have both visible to us? The sale price AND if someone has an item in their basket? Those baskets help me get through the rough patches when sales are down to zero. Thanks.

when the places I shop have regular sales ... I just wait for the sale.

I have several places I buy from regularly and they rotate their sales ... I just wait for the sale.

It is illegal to have a perpetual sale

In most countries, including he ones you sell from and to, you have to be off sale for at least as long as you were on sale, or at least 30 days between sales.

and as etsy only lets you have  a sale for 30 days, you should be able to see the basket information for at least half the time.
