The buttons are greyed out and not enabled so no one can contact me or make a custom order

The buyer can send a convo , it always work for me .
Because you can't request a custom order from yourself nor send yourself a message!! They work for everyone else though.
They're active for me. As JJewellerySupplies UK said, they won't be active for you in your own shop.
To see what buyers actually see in your shop &/or to test things … always view in incognito mode or as signed out (regular mode).
Go to your shop in a different web browser. As long as you're not signed in on the other web browser Etsy won't know who you are.
