Why can't I receive Paypal payments?

Hi, I recently started using Etsy, so I'm taking it slow. A few months ago, someone tried to charge me via PayPal, but my client told me that this method isn't accepted in my shop, even though I see that it's set up to accept it. What can I do? Thanks.

The Paypal option is grayed out on the cart page.

Seems this has been an ongoing problem for a while now, mostly from shops in the EU.
