WHY ARE MY PAYMENTS TO ETSY OUTSIDE THE US NOT GOING THROUGH PAYPAL?

Yesterday I made two purchases to shops outside the US and paid successfully via paypal.  Today I tried to purchase more from those same shops and my payments would not go thru via  paypal.  I tried several times....  all un-successful.  It did work via debit card.  The purchase I made to a US seller via paypal went through just fine. 

Anybody aware of this problem?  Or know what the problem is?

did you check this in your PayPal account ?

Seller said other buyers have complained about the same problem.  Paypal said there was no issue with my account and that it must be Etsy.

Some countries have financial laws that mean they are not able to receive PayPal payments.  Turkey seems to be one of them, although it appears to be intermittent there, sometimes it works, sometimes it doesn't.  If you purchased from one of those countries the payment would not even attempt to charge PP, so it is not surprising PP would say everything is fine with your account, simply because there is nothing wrong at their end.
