I had one order that was for someone local I followed the steps to complete the the order and indicate that it was hand delivered but for this months star seller it’s saying I didn’t provide on time tracking.
is there anything that can be done to rectify this?

At this time, orders that don't have tracking because they are delivered or picked up in person will be considered shipped without tracking, and will not meet the Star Seller criteria for shipping.
My advice would be to just ignore the star seller system. It doesn't work and penalizes you unfairly. I get dinged for not offering tracking within Canada with my free shipping. Postage would jump to $12. No way. Also get dinged for not replying to a message..but the client is only responding to my message and theres no further need to reply. Very odd. Can't make sense out of things that dont make sense, so there's no point. Just do the best you can by selling quality items and great buying experience! Most buyers probably don't know what the star means anyways! Cheers!
@LeatherBookmarkShop Ignoring is not a good idea. Even if you choose not to participate in it, it is still a good idea to make sure your customer service is what Etsy expects. Etsy understands not all sellers can reach the SS but if attempts are not made to show the customer service Etsy expects, it can have consequences down the road.
Read the information on the SSP. It does not allow for local delivery.
You don't have to have the badge but it is a good idea to strive to have the customer service Etsy expects even if one chooses not to follow the SSP. Etsy is letting us know what they expect. It is their ballgame.
