You should be able to go into your shipping account and cancel one of them. There will be a delay before you receive the credit.

@AAANativeArts OP was asking about a refund for a double (partial) refund for Shipping overage not about how to get a refund for Shipping Labels accidently purchased.
Once a refund has been processed, there is no way to recoup.
The only suggestion I have would be to contact the Buyer who received the double refund. Perhaps they are willing to return the overaid amount in which case the OP can make a Listing for the amount which the Buyer can purchase. To avoid SSP "ding" this listing could be a digital copy of the receipt.
However, unless the amount overpaid is substantial, I would be inclined to just put this down to experience and not make my Buyer go to any extra effort as it was my mistake in the first place.
Are you sure it processed twice? Check in your Payment Account. If so, the only way to get it fixed would be to ask Etsy for help. Dashboard, Community & Help, Contact Us.
@ChristmasIsLove I am not sure how Etsy Support could help in this situation? Where would the money come from to refund the OP? The Buyer received 2 x Refund not Etsy.

I misread the post. You are right, there is no way to get a refund back once you've made it, other than asking the buyer to return it.
But I think that would make you look bad, so I would let it go, personally, unless it was a large amount. They aren't under any obligation to return it, since it was your mistake and there is no way you can make them if they don't want to do it voluntarily.
