Sales Question

I'm currently running a sale for my entire shop of 30% off.  I also have a sale of 40% for 24 hours on a specific collection.  In the past, the sale defaulted to higher sale percentage.  Today, it is defaulting to the lower of the two.  Could this be a glitch or am I doing something wrong?  Seemed to work in the past.

Checked it out and it seems to be working fine.  Put a 40% off item in my cart and it took 40% off.

I tried it again this morning and it appears that it is defaulting to the lower percentage sale option when more than one item is added to the cart. It's so crazy, I can't seem to figure out.  I'm sure it's probably operator error but I can't seem to resolve the issue.  I've tried ending both sales and creating new ones but am having the same issue.
