That happens to me occasionally when creating a new listing. The shop sections bit appears empty as if I don't have any sections set up already. It's been buggy/glitchy for many months now, perhaps even a year or longer. I find that once I post the listing then go back and edit that the shop sections are magically there to select.
So you can either go in and open the listing in listing manager and make the edits there and save or just select that listing checkbox in listing manager then click "editing options" up top and choose 'Change section" and select the proper section.
I can't remember it not doing that constantly at this point. Like having to publish twice and just ignore the error that I didn't fill everything out, this has become a normal thing that I have to go to my listings manager after creating a new listing and update it's section that way, it almost never lets me choose one when creating new.
Thanks, I have been able to get all of the listings into the right sections but it has taken a lot of trial and error and I have not been able to remove the "Blank Section" listing on some of the existing listings. Like a lot of things here you need to find a workaround as no one is trying to fix these small problems that you find here and there.
Try the quick edit button on your shop manager listings page, upper right corner. I have changed or added it there.
Also if you use the copy feature for an item in the correct section, your new listing will be right.
We have also had this (and similar issues) happen. Most likely there is some error or mismatch in the javascript that is being used on the page. Last time we checked some 25 different javascript files are downloaded when you open a listing for editing. Depending on what your browser is caching, as well as what Etsy is caching, a change in one javascript file might affect affect a whole bunch of things until everything is synchronized again. Presuming that a change pushed out by Etsy has not broken something. If you are on a desktop a <ctrl><f5> never hurts because it forces the browser to get the most recent copy of every file (but things may still be cached on the server).

We have also experienced the same problem with adding a new item to a section during the listing process. A few times there was the ability to publish the listing and then edit to add the item to the appropriate section. However, even editing to add the section is not showing.
This has been reported to Technical Support and a ticket was opened on our behalf. Hopefully this will be corrected soon! (-:

The Quick Edit worked! Was able to place multiple items at once in their correct sections using this tool. Thank You very much for providing a solution!
This is still an issue tonite, but thanks to all who weighed in with a work-around!
