If you were closed for years, there may not be a way to reopen. I seem to recall that etsy closed long-dormant shops this year.
@grandbigdog If you have been closed for more than 2 years, you will have to open a new shop.
I wouldn't expect any favours or bespoke bending of the terms of service. Laws regarding seller ID security have changed worldwide to combat tax evasion and money laundering. Etsy is a very different beast now - much larger, more corporate, under staffed and far more concerned with shareholders than their sellers. All the big ecommerce sites make sellers "jump through hoops" because it's now the law. If a seller is found to be unverified - Etsy will be fined $50,000 per seller account.
I think you'll have to start from scratch.
