A buyer messaged me that when he tries to make a purchase he gets these message "There was a problem submitting your order to paypal. If you continue you have problems please contact support" What can i do know help me. I loose a order if he didn't able to purchase

And a potential buyer sending you a screen shot showing you there's an issue is no guarantee it's anything more than they are probably proficient in photoshop.

Whether it is a technical issue or not, you can not do anything about it.

There are so many scammers active at the moment targeting new Etsy sellers. So inform your customer to try again or contact Etsy via email.

Whatever you do, Do not provide this customer with any of your personal information or email if they ask for it.

Please understand, YOU cannot do ANYTHING to complete the transaction for them. The person has to contact Etsy. Maybe the ONLY thing you CAN do is for you contact an Etsy agent through your dashboard..not a link the "customer" sends that they say is for you to contact Etsy.

There are so many software programs they can use to create any screenshot to look legitimate and easy to do.  The same thing as been posted about the very same issue in the forums that was more that likely a scam. Here is a thread that was stating almost the same issue you had...

If any thing....YOU can contact Etsy support through YOUR shop manager by going to your dashboard>community & help>contact us to chat or email with an  Etsy agent. You can send the agent the screenshot of the "customer's" screenshots so that the REAL Etsy can tell you what you are able to do, which more than likely again is nothing you can do. It would be something between the "customer", their card company and/or Etsy. 

Do not click on anything the "buyer" sends you for you to be able "contact esty to complete the order or verify information ". 

Not sure what else to be said. I hope you do not fall prey to a scam.

it is either a problem at the customers end or it is a glitch either way there is nothing you can do about it.

When I visit your shop, I can add items and have the check out with Paypal option so there does not seem to be an issue with this today.

You could ask the customer to try ordering using a different browser, but to be honest with you. When a customer claims there is a payment issue and sends screenshots it tends to me the start of a scam to get you to provide your email.

If there is a real issue with the Etsy payment system, then a customer will just go to your website to order instead.
