On my account when I open Payment Settings > Payment Method it does not show me any options to update or edit my bank account info and I have been trying to tell etsy support about this issue and they are unable to understand. If someone is facing the same issue please help me out. I am attaching a screenshot below so you can see it.

How do I enable them?
I have exactly the same problem in my latest shop. I had received an email from Etsy, asking me to upload documents for ID verification, which I did, then received a follow up message confirming that I had been verified, and was now able to accept payments, but when I check my payment settings, I get the same message that you see. Customers can browse, favourite and place items I. Their carts, but cannot check out. I have spent the past few weeks trying to get this sorted, but nothing has changed. The customer service reps say that they have forwarded my issue’ to the dedicated team’, but I don’t think they are very dedicated!
I am having the exact same issue. I have changed banks and cannot update the information. There is no "Edit" button. There is no "Plaid Pop-UP". I also have a screen shot, but do not see anyplace to attach it.
