From other threads, I've read they also seem to have trouble keeping the statistics up-to-date, so you may actually be getting views and visits but they're only posting a few hours later and not in real-time. A better measure might be to compare daily views rather than look to closely at time slots within a day.
For shops outside the US, some of this is likely due to Etsy over-night system maintenance when possibly not everything is completely up and running.
