Have your checked your email (and spam) to make sure you didn't get a note from Etsy? Are you behind on your orders? Sometimes Etsy will put a reserve on your payments until orders are caught up.
You need to contact Etsy through the "Help" tab at the top of this page. When you receive a reply from them and if it doesn't help, don't start a new help request, just reply to the one you received and say you still need help. Maybe some one can tell you how to contact them by telephone.
