My IP address changes every week or so, as we have dynamic IP addressing in the UK, .... sometimes my IP address is from Eire (Ireland) not the UK, and people change providers for better deal, none of that has an impact on product/shop ranking.
There are a few countries that etsy frowns on (as they are USA) so they shouldn't try logging on from countries like Cuba or Iran - if you look up USA denied parties countries, you should get the small list of forbidden countries
