I have a local buyer interested in one of my items. How can I remove the shipping fees so they can still purchase on Etsy but with out the extra cost. also, is it possible to put an item on hold for a buyer?

All your listings already have free shipping. There's nothing to remove.
Yes, you can reserve a listing for a buyer, but it's recommended to let the buyer know you'll only hold it for a limited period of time, ie 10 days, 2 weeks, etc. You don't want them to drag it out for 3 months. You edit the title of that listing so it begins with ''Reserved for (use initials, not full names or username)''. You can also put that in the beginning of the description. It doesn't ''lock'' the item, so it could still be purchased by someone else. Make sure the person who buys it is the person it's reserved for.

Easy peasy put FREE shipping so the buyer won't be charged shipping. (ETA you already have free shipping?)
There's no way to put items on hold except to "deactivate" them and then activate them again when the buyer is ready to purchase.
You could put RESERVED listing ONLY for xxxx but you take a chance someone else will buy it.
If you do local delivery w/o tracking, you will get dinged for Star seller metrics.

What if I offer local pick-up or delivery for my items?
Orders that don't have tracking because they are delivered or picked up in person are considered shipped without tracking, and do not meet the Star Seller criteria for shipping.
ETA: I just noticed you have a lot of titles like this, with CaPs and lOwEr cAse lEtteRs that are very difficult to read and annoying.
It's not professional at all and makes my eyes hurt. This is a quick way to get shoppers to leave your shop.
