Listings keep reverting back to old shipping prices when I use the tool or do it manually

I have done 23 attempts to adjust my shipping since September 17th to get my items to 5.99 both in the listing, with the listing tool, in the POD provider and in the shipping profiles themselves and in each method it still reverts back to my original shipping price.  I have done it in the app, on my PC and on the tablet. All the same result.

Why is this happening?

Edit your shipping profile. That's what I did and the shipping prices updated for all listings attached to the profile.

Nope. That's one of the things I listed that I did to no avail.

Perhaps your POD provider has their own shipping prices and requires you to use them?

NO, in fact they alert us to change our shipping profiles on Etsy to be in compliance.

I am having the same problem.  Worst of all, Etsy's Search visibility will allow me to change to shipping costs and adjust the overall price.  But when the shipping cost reverts to the old cost, it does not change the overall product price.  So I kept modifying the shipping costs at the behest of Etsy before I realized that my product prices are now exorbitantly higher due to several shipping price adjustments that have compounded.
