How to file DMCA against a China company

I have had Etsy remove three of my listings for French Hoods due to....Creative Standards.  I hand make everything.  However I have discovered a single seller on Ali Express who has stolen 8 of my listings photos. 

I don't understand this DMCA filing especially since China doesn't recognize it...but if that is what I have to do then can someone please explain to me how to file and then how to let Etsy know I have filed?  Thank you in advance.

That is HORRIBLE! I am SO turned off from Etsy because I am a new shop and I have already had people completely copy my ( Bestseller) designs, mockups and descriptions. It's so hard for new little brands to have any rights or be protected. You are right.. anyone from Ali express can copy your designs and put it on a T shirt or sell on Amazon. SO many people COPY.
