My Etsy store was disconnected TWICE last month. The result was items were no synched and previously sent orders showed up in Etsy as new orders while orders that were previously sent to Printful were not showing as orders. Resulting in the loss of my Star Seller status for September...
After a few hours of working to fix this I gave up. I came back in the morning to find an email from Printful telling us what had taken place. I reconnected my store and cleaned up the mess that was left behind.
Shortly after this my store was disconnected a second time. Again a message from Printful advised that the issue with Etsy had taken place again. So I reconnected my store again and cleaned up the mess.
I had to manually add an order to Printful and through all this I had lost 4 days of production days. Printful was good and said they would expedite the order.
I contacted Etsy to alert them of my issue and they said to move my ship date out. Printful said they would have the item sent within 7 days. I moved my ship date out by 7 days.
I let me customer know that the item would be shipping later than expected and I apologized for the inconvenience. My customer was understanding.
Day 6 I contacted Printful to check on the shipment. They advised that the item would go out "tonight".
Day 7. Item did not ship. I am back with Printful who state their was a production issue and it would take another day.
Day 8 my item ships finally.
I went to Etsy to see what they could do to help me. Three people and an hour later I am told they can't help me. Contact technical support which leads me to the forum and no ability to post a help request.
To add insult to injury I lost my star seller badge directly due to the Etsy and Printful issues. Again, I did exactly what I needed to do but yet I am being penalized. Not sure how this works but I can't get anyone from Etsy to give me the time of day. Printful apologized and pointed the finger at Etsy.
Who do I speak with who can help me restore my Star Seller status for September, change my shipping score back to 100% vs. wasting my time?
Extremely frustrated with the Etsy process and I don't want this to happen to anyone else.
I'm so sorry you are going through this. I recall reading that Etsy will not readjust the Star Seller Badge once it is out for the month. Hopefully another seller will chime in with the specific statement. Fortunately at this time the star does not impact search results. I imagine Etsy is already aware their program has flaws. This has been brought to their attention in many surveys and directly from sellers. They obviously feel it works good enough. It may help to set out processing times to allow for an extra day or two to cover unexpected situations? I do this myself and it has helped.

Overall the Star Seller program is useless If Etsy can't rectify an issue that they caused. This speaks to their credibility as a company.
Mistakes happen and the good guys fix what they can, learn from the mistake and move on and strive to not make the same mistake twice.
I am moving on and my focus is on my customers and my business.
All this Etsy Star Seller award stuff is just a bunch of shenanigans.
