Customer's Order not going through

An organization placed a large order from me last month and order fulfilled.  They wanted to order another very small order but Etsy won't let the order go through.  First time showing payment processing and the order got canceled next day.  They were trying to have another staff to purchase and her account got suspended. 

Since they have a group of people, we've been discussing through email.  They even created a new account and placed an order today.  Etsy shows that the order went through (they captured the images) but it still didn't show up in my order folder.  I have no clue what's happening here.  I know my shop has no problem because I just got a new order and the payment was cleared right away as usual.

I know their organization is legit because I did check on their website and know that there will be a big event coming and they are ordering from me for that event.  The myth here is that Etsy let the order go through but it's not showing in my shop?  So frustrating yet I have no way to find how to chat or write to Etsy.

The customer needs to contact their bank who isn't authorizing their payments
