Buyer wants to add a different shipping address from billing but it won't let him.

He says that when he goes in to purchase he selects a gift and tries to enter a different address for shipping from billing but it keeps changing them to the same address. Any tips on how I can fix this?

You can't fix it - only the buyer can. They first need to add the new address to their account. Then they buy and click the new address.

You’ll have to cancel/fully refund the order, then have them reorder and change the address.

Since seller protection I no longer will ship to a different address that is not on the order.  they have to give you the address it shpuld ship too otherwise they can claim it never arrived.

How do I go about doing that? I'm super new to the etsy thing and just getting started. Do I put that in the product/page notes that they need to message shipping separately?

Your customer needs to do what @NanaLetha  said.

Customer adds a second address to their account.

AFTER adding the address, they place the order, choosing the address they want.

You can simply edit the address when creating the shipping label.  There is a little edit button by the shipping address when creating the label.  I do it regularly for customers sending gifts and never has an issue.

 If a customer were to make a non receipt claim, you have tracking and the email requesting the change. But again, I have done this hundreds of times and never had an issue.  Cancelling the order could lead to no order as the customer may not want to deal with it

Etsy's Purchase Protection Program says do this; otherwise as a seller you are not protected.

C. Ship the order to the address provided on Etsy. If your buyer provides an alternate shipping address through Messages, be mindful of fraud or scams. You may choose to cancel and refund the order and ask the buyer to purchase the item again with the corrected shipping address.

Some scammers use this ploy. Cancel the order and have them order again with the correct address.

It sounds like the buyer wants to add two different addresses:

1. Billing Address
2. Shipping Address 

This is not an uncommon scenario as there are several legitimate reasons why this might be necessary. Every other platform I know allows buyers to provide a billing address AND a shipping address. Except Etsy.
