I sell seeds and only ship within Canada.
A buyer, who successfully purchased from me last year, just tried to buy more
and was told that I don't ship to their address, even though their address is within Canada
and I've shipped to him before.
He ended up having to download the Etsy App in order to purchase.
Is anyone else having this issue? I noticed things have been very quiet the past couple of days
and was wondering what the issue was - maybe other buyers are having similar problems?

I just talked with support and they said that you will not be able to view my shop properly unless you are in Canada as I only ship to Canadian addresses. I guess that is why many of you are seeing strange things when you view my shop. Hmmm.
You have no listings so I can’t test it
If you click on an individual category the items do come. Weird you have to do that...
OP may want to check into that!
@NanaLetha I have 53 listings. You're in the UK and I don't ship to the UK, so maybe that is why they aren't showing for you?
viewing the shop from Europe, all listings appear in the shop as normal, when adding it to the cart, I see the payment options and delivery set for Canada only
@LarkwhistleSeeds - Going to your shop's main page, I see no listings. If I click on a Section I can see the listings. I'm in the US so can't purchase - if I click on a specific listing I see the "item unavailable in your area" notice.
However, something is definitely going on. I searched thru your shop using the word "flower" and the word "onion" & none of your listings were shown. Usually this means your listings/shop are "deindexed". That I see no listings on your main page means something is wrong since normally here in the forums I can see all of a shop's listings even if they don't ship to the US.
Same here, nothing shows on the main shop page for the OP but clicking on the individual categories shows the listings. What I see on the left is:

Same here. I'm in the UK.
When I view your shop I initially see no active listings. However there are numbers of listings in the different shop categories as above. Then, when I click on a listing it says it's unavailable in my region.

I am in Arizona. On my laptop your shop seed categories show seeds listed but no actual photos/listings and says that you have no listings at this time.
But if your repeat buyer is within Canada ... sounds odd. Good luck with following this up with Etsy. (not said sarcastically)
Is Etsy claiming this only applies to Canadian shops when viewed internationally?
I can see all of @PillowDetails lovely cushions, yet none of them ship from Wisconsin to the UK…
If that’s a Canada-only restriction, that’s very odd.
I’m in Canada, and your shop looks perfectly normal to me (using Safari browser on iPad). I see all 52 listings. Adding an item to cart worked fine, too, and it showed free shipping to my address.

I'm in Germany and everything in your shop looks normal and I can view your items without problem.
wrong nesting
Is this a glitch or new way of viewing shops that only show listings in specific countries the shop ships to?
@LarkwhistleSeeds This is probably not about Canadian shops or the buyer's country. This is about the plants and seeds restrictions for various countries (and the way Etsy sometimes applies those restrictions incorrectly).
It looks like Etsy is changing how the "not available in this region" restrictions are going to work. Here's one of the many older threads on this topic where shoppers got a message instead of the listing being entirely invisible: https://community.etsy.com/t5/Technical-Issues/Those-affected-by-the-This-Item-Not-Available-in-your... Note that the buyer app also worked in those situations.
I had a few of my coprolite items flagged as not available in the US a few years back, and Etsy was incorrectly reading them as plants or seeds.
Thank you @cindylouwho2 . I've read the thread you've linked to. I'm still not understanding why a Canadian buyer wasn't able to buy one of my seed products until they went through the Etsy App (on their laptop it kept saying that the item is unavailable in their area). I contacted support and they weren't much help.
@LarkwhistleSeeds: Not really an answer to your question, but there are reports of many discrepancies in how data is presented in the app versus in a browser, and this appears to "just" be another one of the many anomalies.
@LarkwhistleSeeds It is hard to say - they may have had their settings on another country (I keep mine on US), or there may have been a bug. This situation has been buggy. I couldn't buy from one of my favourite Canadian seed shops because of it last year, so went to their website instead.
Support is never much help these days, sadly.
