We have a notice saying that we can't receive deposits until our bank account is verified by entering in the two small deposits that hit our account. But there are no deposits and Etsy won't let me change Edit my banking details to try and resubmit. And when I try to contact Etsy I get a Zendesk service error. How do you even contact anyone for support?

Here's the help article on it - at the very bottom it says contact support, click on that and if you get a canned response keep clicking on "I still need help". Don't put in another request as then they think the first one has been answered.
