Question- Coupon Codes- FREE Shipping

I am wondering how a "FREE Shipping on orders over $20" would work? Do any of you offer Free Shipping coupons? My problem is that some of my lower priced items cost as much to ship as they would to buy. I would like to encourage mutiple purchase on a single order and should offer free shipping on larger $$ orders so my customers get more for their money. Any suggestions or experience with FREE Shipping Coupons???. Thank you so much!

I haven't done this before S, but it looks like when you create a coupon for free shipping, you can add a minimum purchase to it. Maybe this etsy blog post will help:
