interfacing? (and also a labeling question)

So I think I'm going to give up my poly fleece hats and just go with cotton hats (because I'd have to get the fleece tested...right?).

I have two questions:

1. What about interfacing? And thread? Do I need to use cotton thread? Right now I use poly thread.

2. Normally items like hats don't require tags. (I checked when I went into business, hats are exempt from the requirement that a garment have a tag.) I'm very confused about these tracking tags if the products are exempt.

Otherwise, with my cotton baby hats, I'm good to go, right? It's confusing because I research something only to find out it's out of date. And all the official documentation on the CPSC website is FULL of legalese! You're right there with me, eh?

Interfacing is a textile, so you are fine there. Thread is fine too as long as it's non-metallic. You still need a CPSIA compliance tag for your hat, as does EVERY other product intended for a child.

And no... you wouldn't have to have your fleece tested. Right now all non-metallic textiles (free of screenprint, etc.) are exempt from testing.

Okay, so can I just affix the tag temporarily? On my reversible hats, I can't really have a tag sticking out.

Nope. The tag needs to be permanently affixed. If it's reversible, the customer would have to be the one to remove the tag. I liken it to the mattress tags that state they can't be removed. You may be able to get away with putting a tag on your packaging, but there is a real grey area on that solution. Anyone else have thoughts?

If you item is truly reversible, I think you would be fine with the information on a hang tag. Exceptions are made for "asthetic" reasons and if the tag would inhibit the functionality. If it's reversible then a tag on one side would not work. But you can't just say, I don't like the way it looks, so I'm not going to put a tag on, that won't work.

Looks like I found the answer to the labeling of hats. On their site in the FAQ about labeling (http://www.cpsc.gov/about/cpsia/faq/103faq.html#hangtags) it says:

"I make socks. Am I required to attach labels to each item?

No. The reasonableness of attaching a label to hosiery has already been thoroughly considered in the application of the federal Care Labeling rules. Those rules can be a guide to what is practicable in this case."

Since hosiery and hats are covered under the same exemption for FTC labeling, it sounds like hats fall into this category as well. So I can put it on my hang tag.
