I read this last night. It says this at the bottom of page 4:

** The enforcement of the requirement for a general certificate of conformity for non‐children’s products will resume on February 10, 2010. The Commission will be issuing additional information on this topic prior to that date.

I'm hoping NON-CHILDREN'S is a typo.

I know this information is on another thread, but I've dated this thread title, so it's easier to know when it was posted. Outdated information is useless, and it happens quickly.

Question.....the part that states that if an item is not accessable by a childs hands and or mouth is exempt - would that not include zippers and buttons that are on the back of garments? When was the last time you saw a child sucking, licking or touching the back of a dress, shirt, blouse? What do you think?

The inaccessibility rule refers to lead containing objects INSIDE of products. It talks about things that physically cannot be reached, Battery boxes in toys, for example. It is my opinion that it really is not meant to be interpreted as reachable on the back of a garment.

There are always going to be some gray areas. It would be impossible for the CPSC to address everyone with a blanket statement. That's the problem with CPSIA in the first place, it's a blanket rule. You won't find a solution with another blanket....

Spiceberry - you are going to have you use your own judgement about some of these things based on the guidelines we've been given.

To me, fabric coverings do not make something inaccessible. I do not know enough about lead leaching but I would doubt fabric would keep any lead inside it from leaching out if it were being sucked on or was swallowed. It is my opinion that your buttons and elastic should be within the lead limits, you may have to test them to determine that is so.

Your questions are why allowing us to do component testing is important.

I know there will always be gray area's. I was just hopeing for something simple, I'm tired of complicated . I did my taxes last night I think the feeling just carried over into this morning.

There will never be a document that will cover every possible question that can be invented by thinking, and even non-thinking, people. We would need another agency like the IRS, and a set of rules like they have developed over the years. Let's stay a long way from that!

Hmmm, well I guess the chalk fabric is out for now. I am going to work on getting the testing specs for this as it is a big seller in my shop. I am going to pull them right now.

ArtisticallySpeaking, Thank you so much for the update it certainly clarifies a lot of my questions regarding selling dolls.
If I have read correctly most of the vintage dolls that I will have for sale are allowable since they are aimed at collectors.
Fortunately i do not have a lot of books but the few i have are definitely older and would not be suitable for children to use on a daily basis.
