Probably, are they plastic, or rubbery plastic? Probably for phthalates, which make plastics pliable.

If it's for kids, and the material isn't specifically listed in the exempt list, then I'm thinking yeah, it does need to be tested. Especially if you aren't quite sure what it really is! Perhaps your supplier can give you more info?
