If you sell items both in a set and individually, you need to label each one. If you sell only in a set, and can not purchase individually, then you can label just one or the packaging. For example, you sell a set of blocks. Make a bag that they can be stored in and put your label on the storage bag. If you sell a top and pants set but do not sell the pieces alone, then one tag is enough.
