Do you feel an undefined reasonable testing procedure is unreasonable?

I don't and I'd like to understand why one would.

I'm not at all referring to the third party testing requirements that phase in on Aug. 14. I'm only asking about being required to, at minimum, employ a reasonable testing program that is left up to you to define.

I'm not sure I understand. I do think it unreasonable for us to comply with an undefined reasonable testing program. We still need clarification on what a resonable testing program is...or, is the freedom of being able to define that ourselves an advantage to us? I don't know, lol!!

Well, business are still liable if their testing program isn't sufficient and they allow unsafe items to go to market. So it seems that companies should want to make sure they have a reliable program in place to protect both consumers and themselves.

However, I can understand why consumers may not trust this kind of program since it has allowed dangerous products to get out in the past.

I take the undefined nature of the requirement to mean "do what you have to do to be sure".

Much like the clarification given on the same issue to thrift stores.

For example, I am contacting all of my suppliers for testing data and/or MSDS sheets. And I'm backing that up with XRF testing on a sample doll or two as well as any components that are not covered by the sample.

I don't consider that unreasonable. It takes a little bit of time and a little bit of money...not an extreme amount of either.

I do consider expensive third party destructive testing to be completely unreasonable.

I think the whole thing is ridiculous. Just another form of cottonwooling kids......

when we were kids and we ate a doll part we just went to the hospital and learnt what happens to you in order to get it out.........

Actually, I think that they should stop at the "reasonable" testing program. Requiring 3rd party testing is what is unreasonable.

I do feel an undefined reasonable testing program is confusing. I think the intent is as dannielle says "do what you have to do to be sure." If you are making an effort to ensure that your products are safe (& that depends on what the products are), then I think that's what this law is all about.

Here's a little more clarification on the whole "reasonable testing program" thing:

"CPSIA section 102 provides that a general conformity certificate for lead content can be "based on a test of each product or upon a reasonable testing program." The Commission staff has previously indicated at several meetings that a "reasonable testing program" for lead content: (1) does not require third-party testing; (2) can be based on XRF technology if that technology is used in a reliable manner; and (3) if the manufacturer is confident in the results of lead tests done on components, does not necessarily require tests of the final product. For example, a finished piece of jewelry in which all of the parts (including the charms or beads, the chain or string, and the clasp, etc.) have been tested for lead content would not necessarily need to be tested as a final product. A manufacturer could issue a general conformity certificate based on the test of the component parts of that finished piece of jewelry so long as each part complies with the limit of "600 parts per million total lead content by weight for any part of the product," and no lead containing additions were made to the product during the assembly of the parts (for example, by the use of solder to join parts)."
