shipping profile missing when purchasing label

I created a new shipping profile in settings. I have 7 profiles and the new profile appears on page 2. So far so good. When I go to orders and try to apply new shipping profile to an order - the profile does not appear as a choice. Does Etsy maybe have a limit (like 5) on the number of profiles it allows? Any ideas what is going on?  Thanks for any help!

You can't assign a shipping profile to an order.

You assign shipping profiles to listings.

When buying a label, there are shipping presets, but they are not profiles, and are setup in the shipping label page.
