Here a how to register for Germany, post is a bit older but the process is the same (only pricing changed, it went up). Pricing is around €16 now for the year. Use VERPACK10 with Reclay for a tiny disount on that amount.

Thanks for the information! It's about packaging.
Sellers with products located in Germany may need to obtain a USt 1 TI tax certificate for the marketplace, which confirms the VAT status of online sellers in Germany.
How to obtain such a certificate?

Are you located in Germany?

Regarding VAT in the EU, Etsy doesn't collect it for physical items (only digital), so if you are VAT responsible in your country then you need to collect VAT for every EU sale you make, not just your own country (I am guessing it's Estonia, even though you only mention "Europe" on your shop). 

If your sales are under €10,000 then you remit your VAT for the EU to your local domestic VAT department and you calculate your prices with your local VAT %. If you are above €10.000 then you have to use OSS and pay VAT to each country, which means it varies from 17% to 27% depending on country the order comes from. I don't think you need a German VAT number if you don't live, produce and sell from Germany. If you are located in an EU county and only sell to end consumers in Germany, with goods being made and shipped from Estonia then I don't think it is necessary.

If your business sells from within Germany or has products located there, then you probably will need it indeed. But you will need to research this with professionals I think.

But I am no Tax expert, perhaps best consult a professional accountant that knows about German VAT laws regarding this.

Aside from that, you also need the packaging license too, regardless where you are located (and not just Germany but about half the EU require a license and/or registration) for packaging. I know Etsy has been asking people to add their Lucid numbers for Germany or have their shops shut recently.

Who doesn’t need a German VAT identification number?

A small range of groups and entities do not require a VAT identification number in Germany. These are: 

  • Freelancers and self-employed people who provide and obtain services within Germany only
  • Freelancers and self-employed people who trade across borders with private individuals only
  • Small business owners who use the exemption for small businesses

For distance sellers — EU VAT-registered businesses selling goods or services over the internet — the VAT registration threshold is €100,000 per annum, according to the German VAT Act.

I have an exclamation mark about the need for a VAT for Germany and they also sent the store on vacation, but I wrote to tech support and hope that they will check and allow me to continue accepting orders.

Is any part of your shop or business data, bank account, ship from etc located in Germany? That might trigger it.

Otherwise it seems very odd, if you are completely located in Estonia. I do know Etsy are validating tax info and identifications for the EU DAC7 laws, but there might be a glitch thinking you need Germany VAT numbers.

Are you sure it's for German VAT and not for the Lucid number? The Lucid is on the Tax page too, but under registrations. The German VAT is at the bottom of the tax page, for me for example it is empty as I don't need one. I recently had a Dutch seller message me asking about Lucid, as her shop was put on holiday and threatened to be closed down if she didn't get a lucid registration (as she was shipping / selling to Germany too).

I would try getting a call back from Etsy on this, as it seems odd that you would need that as an Estonian business otherwise.
