renewal fee charged twice after a cancellation

Hello, I can't reach someone on the help chat ... On aug 29, I have fully cancelled and refund an order that was shipping back to me (US to France) as it was unclaimed by the buyer. I had a renewal fee for the item, but the item did not renew. I did not care as the package was not in my hands yet. I have gotten it back today, and would like to have it list in the shop again, but I'm asked to repay for a renewal, that's no ok. 

Is there a way to list my item back, without paying the renewal fee again ? 

I am posting this in technical issues, as I hope it's just a bug.

Here's how it works- when you cancel and refund in full, you get all your fees back - including a 20 cent re-list fee, if it was a listing that had more than one.  If it was the last item that sold, or a one-of-a-kind item, then there wouldn't be any relist fee at the time of the sale.

We have always needed to manually add a listing back in ourselves, and pay the 20 cent listing fee, when we cancel and need to relist.
