I don't understand why etsy would run an off site ad on one of my items that were in 3 peoples cart and I have already sold several of them. I don't need any help promoting a good selling item. I feel like they are taking advantage of a item that will likely sell and they can get more fees. Anyone else noticing this?
Etsy doesn't make the decision on what ultimately gets shown to buyers, they simply submit all our listings to the Search engines and Social Media sites. Those sites are the ones who decide what to show to buyers, based on the terms used to search, and the individual buyer's browsing history. Etsy pays those sites on a per click basis, but only charges us when we actually get a sale from the click. It is better value than setting up your own ads on those sites and paying for every click, even when they don't actually result in sales.
BTW, having an item in 3 people's carts means very little. Buyers use carts for lots of reasons, to "bookmark" things to show others, or to create a shortlist for an upcoming event, or just to compare similar items from several shops. Yes, sometimes they can result in a sale, but more often than not, they end up getting removed from the cart when Etsy does it's monthly archive to "Save for Later".

Please lets provide accurate information. If Etsy did what you're suggesting they'll go broke. Listings are selected ( by Etsy AI) to be submitted for off-site ads.
Now, search engines do crawl Etsy which is a far cry from off-site ads setup.
Off-site ads listing will take you directly to the specific listing, while others will take you to Etsy.
Offside ads have been in place for 2.5 years. We are all automatically enrolled in them, so you have to OPT OUT if you can. As long as you made less than $10K in the last 12 months you can opt out.

Etsy doesn't pick and choose which items to run ads for. It's either all or nothing, and is based on the user's search terms. The fact that your item has sold before and is in buyer's carts is irrelevant.
Popular items get promoted more because they are more likely to sell (which makes money for Etsy). It you can, I would turn off off-site ads now.
