You've been muted and need to wait it out. In the meantime I highly recommend reading the rules for here on what you are allowed to do or not (like you are not allowed to message people that favorite your shop or items).

You are not allowed to start messages to people, who are not your customers - that's spamming and illegal in many countries
You can reply to people who initially contact you.
You have no sales/ customers, so I would think etsy thinks you have been spamming

I recommend you read the Seller's Handbook and Etsy's policies so that you don't have to learn the hard way.
For messages its being muted for a period of time. Other violation punishments result in black marks and/or shop suspension. Too many black marks can also result in shop suspension.
