label failed to purchase

I'm trying to print a USPS Priority International label and keep getting the error "label failed to purchase".  Is anyone else having this problem today?

Sometimes I have this and I check to see if there are any special characters in an address, including hyphens/dashes. If I replace them (swap out the provided hyphen with my own) or remove foreign characters (and add them back in after label purchase) it can often solve the problem.

Certain Japanese prefectures in the drop down menu have foreign characters in them, and they cause the label purchase to fail - you have to select a different prefecture without foreign characters and swap it out for the actual one after label purchase. I've told Etsy about this issue before, nothing's been done.

Thanks for your help.  I had high hopes this solution would work because of all the hyphens and foreign characters in the address.  After taking them out it still won't go through.  It's going to Chile and I'm not familiar with that format, but there has to be something in the address snagging it.
