I am new to understanding the Star Seller rules. I didn't know about the 24 hr response time to messages because I just always responded within a day naturally. I had an inappropriate message come in and I didn't respond, I didn't know what to do. But now that one message that I didn't respond to, that had nothing to do with my shop is making it so I don't receive Star Seller again for at least another month again. My orders went up dramatically when I had it last, my shop is young, so it really helped. I'm struggling to find how to get help from Etsy, if they can remove the message so it doesn't count against me. Do you have any advice?
Correct, the sellers app doesn't have the mark as spam option which is just ridiculous in my opinion.
It is an option on the etsy shopping app though so if you have that one installed you can mark as spam there.
Send it to spam.

Etsy will not remove the "strike" for not answering the message, never. If you had sent it to "spam" it would not count against your shop. It may or may not be too late for that now but try anyway. Just send it to your spam folder.
If that doesn't help keep that info in mind if it happens again--depending on how bad it was you may or may not want to notify Etsy . It would probably fall under harassment
