can't enroll etsy payment

Etsy asked me to enroll to etsy payment 

but for my account the payment setting no the option "enroll now"

only the word"etsy payment is unavailable for your shop"

of course is unavailable ,because I need to enroll ,but they don't allow me to do it 

and now I can't get any new order ,because can't checkout for the account problem

One issue it mentions is to "turn off any ad or pop-up blocker in your browser and try again."

Are you using the app or a browser?  Can you check if you have any ad or pop-up blocker extensions enabled, or try in a different browser?

1. Go to Shop Manager.
2. Choose Finances.
3. Open Payment settings.
4. Choose Enroll now. If nothing happens when you select Enroll now, turn off any ad or pop-up blocker in your browser and try again.***the problem for me ,there is no"enroll now" option for me

I knew the link ,

and for my country ,I can enroll with Payoneer ,

and the problem is Etsy closed the enroll in door and I need them to offer me the option then I can enroll with payoneer
