an order cancelled but no refund

I bought an item on etsy and I received notice today it was cancelled. It was paid for through paypal, no refund has been received to paypal or my etsy seller account. I can't contact Etsy because the order doesn't exist according to them. I can't leave a review. Is it a tech issue, and am I just out of luck? Do I go to paypal to file a complaint? The best part of it, the seller still has the item listed for sale with reviews from different people with the same review photo. My scammy senses are tingling.

If it was paid via PayPal then that's were you would get the refund. It has nothing at all to do with your seller account.

What is confusing is I thought Etsy required a proven refund before cancellation. If not that is scary and definitely makes the site unsafe for buyers.

Yes, when you pay with PayPAl you have to initiate the refund thru them. There is nothing scammy about this, probably the seller did not cancel, Etsy did for some reason. Even so, you need to contact PayPal.

The item is still for sale in their shop, so I don't think Etsy forced the cancellation.

I filed with Paypal and lesson learned, I will think twice before purchasing again.

I did get ahold of Etsy, I filed the complaint with Paypal. Fastest I have seen paypal move, they refunded my money immediately. I am upset but it is hard to explain. After the purchase and chain of events I figured I would be lucky if I got what I ordered. I hope what I am seeing is wrong. It appears to be an Etsy account about 5 years old. Horrible reviews then a dormant shop until the end of last year. Then a bunch of sales in January, many bestsellers. For what it's worth, most of their listings show "in 20+ carts" or many sales in 24 hours. The reviews are so similar and came in fast. My order was supposed to arrive in 2 weeks then it was pushed out to 1 1/2 months when they "shipped". It feels like there were shill purchases to inflate the Etsy account and manipulate search. Payment through paypal and long shipping times. Now canceled orders but no refunds. I assume soon Etsy will catch up with them.

I checked the reviews before I purchased, but I did not dig far enough. The bad reviews start 6 pages in.
