UK VAT taxes not being charged on invoice.

Today is the second time I have had a customer from the UK.  They VAT tax that should be collected by Etsy was not charged/collected so now I have to explain the customer on how they will have to pay for it when they get it.  Is anyone else having this issue?

Was the order over £135? About $166

Etsy only collects UK VAT on orders £135 and under.
