Transaction Fee not credited after cancelling and refunding an order

I just had a customer accidentally order 23 necklaces from me.  Within minutes she asked me to cancel and refund.

When I did, the transaction fee (commission) was NOT credited back and I had to pay that out of my own pocket to complete the refund.

Is this normal?   

Or is this a glitch?  I surely hope it is a glitch.

The money from a sale is not available until the following day. If you don’t have enough in your shop payment account your credit card gets charged.
