This has been in every new listing for three months now. When I list a new item gray box pops up...

Flat line for days even listing everyday and nothing.
Are you having trouble purchasing...or do you have a customer who is having trouble purchasing?
I have that, too. It goes away when the listing goes live.
That's just one of those things that went wrong when Etsy was fixing something else and they either cannot fix it or don't care to take the time to fix it.
If I'm understanding you correctly, no one but you sees that, so it won't affect your sales.
I was able to put a couple of your items in my cart and did not see that notice anywhere.
I added something to the cart and did not receive a message either.
@BazzysHouse: If the "You can browse, but we're unable to process purchases at the moment. Try again in a bit." message is accurate then it is affecting you as a buyer not as a seller.
