Dear Etsy Support Team,
I am writing to draw your attention to a serious issue that is bothering me a lot. Despite adding Payoneer information more than a month ago, it is not showing up in my shop's payment settings.

The payment settings page is not opening, and a large portion of my payments are stuck, and my payments are not going through. I am very worried.

@ShreeHandcrafts: "Dear Etsy Support Team ..." Even if Etsy Support or the Help Pages sent you here this is a seller peer to peer forum, and should not be considered a way to contact Etsy, if that is your hope (although Etsy does sometimes read and reply to posts).

good advice from @BagmakerSupply and @VintageRescueSquad but I'd dump the Harry Potter listings and any other infringement items before drawing attention to yourself.

Check to make sure your Payoneer account is active and that you entered the information properly.  If everything seems to be okay then contact Etsy to ask about it.

We are only fellow sellers here and don't have the information you are seeking.

As per Etsy Terms of Use, the reselling of commercially available items and "fair trade" items are not allowed on Etsy!  It appears your shop has many of these types of items!  

Examples of Prohibited Drop-shipping and Reselling

The following are examples of drop-shipping and reselling that are not allowed on Etsy:

• Selling items that are commercially available from retailers or wholesalers except craft or party supplies.
  
  
• Adding a card, gift tag, or note to an otherwise unaltered commercially available item (e.g., a resold necklace with a personalized note.)
  
  
• Selling gift baskets that are entirely resold or drop-shipped, rather than made up of items selected and creatively packaged by the seller to create a new, unique set.
  
  
• Selling handicrafts or fair trade items that were not made or designed by the seller.
