On my star seller page I noticed I had a low score on dispatch time, I downloaded the .csv file and noticed it was saying I never dispatched items, I thought I had made a terrible mistake so I checked and saw that I had dispatched all of the items on time.
I also personally don't agree with lowering your score for not using tracking on your parcels, I get an order for an item that is £10 and I am expected to add tracking which costs £8, meaning I am only getting £2 out of that £10. If I add £8 to delivery costs then Etsy tells me not to because people don't like to pay a lot for postage... Well make up your mind Etsy!

That message is based on the average postage cost in the main category you list in.
Etsy obviously wants people to charge shipping in the item price, and show free shipping, which ultimately helps you get to the $10K threshold for Offsite Ads quicker, because it only counts Item price (which you've inflated to give free shipping).
Etsy will accept the delivery confirmation code found on small parcel (and I believe Large letter now?) proof of postage receipts as tracking for SS.

For SS, UK sellers do not need tracking on orders under GBP10. If the item cost is more than that you must have tracking, and that tracking must be able to be validated by Etsy's third party tracking partner. Some outside shipping services are not supported. You can use Etsy labels and as soon as the tracking shows in transit you get a tick for that order.
The messages you see that tell you you are charging too much for shipping are Etsy's way of wooing you into using the free shipping model, and preferably buying your labels on Etsy. Ignore the hints, you know what it costs to ship your goods, Etsy is just averaging all the shipping prices on similar items.
On the other hand SS is pointless anyway. I wouldn't get my knickers in a twist over a program that claims to be about customer service but is judged based on things that really have little to do with customer service.

You have to wait 90 days from your first sale. And it’s based on the scores for 3 months - read all the info in shop manager to understand how it works.
