On the second of the month, my Star Seller Reviews Average dropped from 4.8 to 4.7. I had just gotten my Star Seller badge for the month. There has only been one review since the first of the month and it was 5-Star. How do I get someone to look at this and adjust my average?

The reviews for June would have dropped out of the equation once the September 1 badge was awarded. The current period only looks at reviews received in July, August and September to date.
Eg, if you had 10 reviews in the last review period and 2 of those were 4 star, your rating is based on the total number of stars received divided by the total number possible, so 8 x 5 plus 2 x 4 = 48 out of a possible 50 stars = 96%. On September one the new review period starts and the June reviews are no longer counted. So let's say you had 3 June reviews, all 5 star. You begin the new review period with 7 reviews, 5 x 5 star and 2 x 4 star. You then get a new 5 star review and your total stars are now 38 from a possible 40, which calculates out to 95%. See what I mean?

@VeryVintageDigitals Etsy is now using an "average" of stars received over the 3 months, not %, to calculate Review Metric.
Your June Reviews have dropped off the "Current Review Period, (01 July to 30 Sept) for the Badge to awarded 01 October
For this "Current Review Period" you have 76 Stars from 16 Reviews 76/16 = 4.75
For the "Last Review Period" (01 June to 31 August) you had 136 Stars from 28 Reviews 136/28 = 4.85
The "Current Review Period" will continue to change throughout September
