Today (09/26), all of a sudden, my current Star Seller progress shows that I've fallen below the acceptable "on-time shipping and tracking rating". This puzzles me because all of my orders have tracking. My October progress should still be at 100% on my "on-time tracking and shipping" rating. Please fix this. Thank you.

Once you added tracking information on the order it will only count as valid if there is a tracking event already showing that the carrier share on Etsy. It may take about 24 hours after an order has been shipped for this score to update once the carrier shares already tracking events. You can check the tracking events using our tracking partner Aftership.
You can download a spreadsheet of your shipping history, including late and/or untracked orders, by going to Shop Manager > Star Seller. On your Star Seller dashboard click the On time shipping & tracking tile and select the ‘Export’ link next to ‘Order breakdown’.

Etsy won't fix this for you. Did you look at the CSV to see which order is counting against you? Was it recent? Was there anything unusual about that one?
No, nothing unusual is showing up.
etsy doesn't fix star seller stats.
did you enter, or amend, the tracking number after the dispatch date?

I see that others have said that while their is a bug, Etsy won't correct the problems the bug has caused. That just peachy! I was at 100% across the board going into October and now, because of THEIR bug, I'm not anymore.

Just checked my Star Seller "on-time shipping and tracking" progress. It looks like Etsy fixed it. I'm back on track again for October. Thank you, Etsy!!
