Frustration because you think you made it? The new metrics don't kick in for July. They apply for August.
And you are devoting frustration to this because you think it important? You want it? The badge itself is not important. It is the message behind which is does your customer service meet Etsy's. If so the lack of the badge doesn't hurt. You are still doing well without it. As long as your customer service is answering messages on time, getting good reviews, and shipping as you promise then all is good.
Looks like OP only has the messaging metric missing. Hopefully, this will no longer be an issue, as Etsy is putting a blue (I see blue - others have called it purple) banner on all first-time messages. Is everyone seeing this? Let me know if you want to test it - I can send you a message.
Wonder if Buyer-only accounts also get this? That would be confusing if they did.
