Because some countries are now sanctioned by the US and Etsy is a US based corporation you cannot sell ANYTHING from those countries--whether new or old, spendable or not. I do not know all of the countries that are sanctioned but Cuba and North Korea come to mind. You cannot even mention the name of those countries in a listing, nor cities within--i.e., Havana, etc.
Check out what world countries are sanctioned (they get added to often) and you may have to pull any currency from those--even the old old stuff.
ETA: I did a quick google search and found this PARTIAL list:
Many currency sellers on Etsy are breaking the Terms of Use, selling brand new 2023 USA quarters and the like.
Anyone can list anything on Etsy and it will stay up until it is found by bots, or reported by other Etsy users. The rules are applied seemingly at random.
Just like there are thousands of sellers on Etsy selling counterfeit branded items (example: Barbie, He-Man, The Office, Smiley Face) and not getting caught (yet).
I am more inclined to think it is the sanctions. I found EVERY SINGLE country he mentions in his OP to be on either a sanctioned or embargoes list!

It's also possible that your collectable currency is not vintage? - if it is less than 20 years old then it's not allowed to be sold on Etsy.
I would also advise you to familiarise yourself with intellectual property law otherwise you may have a few more listings deactivated.
My genuine Superman earrings got removed "because they are a firearm". ETSY clearly wants to destroy its brand name by treating sellers with disdain.
